Background Information on the Boards and How they Work TogetherWigan & Leigh Housing is governed by the Wigan and Leigh Housing Board consisting of twelve members, the company directors. Two Area Boards have also been established, Wigan Homes covering the west of the borough and Leigh Homes covering the east. The Area Boards focus on the operational management of the housing service while the Wigan and Leigh Housing Board sets the strategic direction of the company and is accountable to the Council for the overall performance of the organisation. Each Area Board consists of twelve members. The constitution of all three Boards is similar, with four Council nominated members, four Tenant representatives and four Independent members. To help the integration of the different boards each Area Board has three designated ‘link members’, one council member, one tenant member and one independent. These members are also members of the Wigan and Leigh Housing Board meaning that half of the company directors also sit on one of the Area Boards. Each Board meets on a six week cycle. Some agenda items considered are common to all three Boards, unless specifically restricted to the remit of just one Board. Each Board meeting reviews the minutes from the other Boards’ meetings as part of a “Link Members” item which also gives those link members the opportunity to expand on the minutes or bring to the attention of a Board any issues concerning another Board of which they are a member.
